EBC、日本における外国人関連政策の企業への影響に関する調査結果

欧州ビジネス協会(European Business Council in Japan・EBC)は、日本における外国人関連政策が企業活動に与える影響について実施したアンケート調査の結果と、その主なポイントをまとめたエグゼクティブサマリーを公表しました。
欧州ビジネス協会(EBC)は、日本における外国人関連政策が企業活動に与える影響について、加盟する17の欧州各国商工会議所(在日チェコ商工会議所、CCCIJを含む)の会員企業を対象にアンケート調査を実施しました。213社から回答が寄せられ、政策への関心は高いものの、多くの企業は現時点で事業への直接的な影響は限定的であると回答しています。
一方で、行政手続きの予見可能性やコンプライアンス対応、人材の国際的な流動性、日本の長期的な投資・就労先としての魅力については、引き続き注視すべき課題として挙げられました。また、個々の政策よりも、それらが積み重なることによる事業環境や企業マインドへの影響を懸念する声も多く見られました。
EBCは今後も関係当局との建設的な対話を継続し、日本が国際的に競争力のあるビジネス環境を維持できるよう取り組んでいきます。

We are pleased to share with you the results of the European Business Council in Japan Survey on the business impact of Japan's evolving policies affecting foreign nationals, together with an Executive Summary of the key findings.
The survey was conducted in response to growing interest and questions from members regarding recent policy developments and their potential implications for European companies operating in Japan. The objective was to obtain a fact-based understanding of how these developments are perceived by the business community belonging to 17 European National Chambers of Commerce (include Czech Chamber of Commerce and Industry in Japan, CCCIJ), whether they are affecting day-to-day operations, and whether there is a role for the EBC to engage with the relevant authorities on behalf of its members.
The survey received 213 responses from companies across a broad range of sectors, the majority of which have significant and long-standing experience operating in Japan. The findings indicate that, while awareness of the policy developments is high, most respondents report limited immediate operational impacts on their business activities.
At the same time, respondents identified several areas that warrant continued attention, including administrative predictability, compliance requirements, talent mobility, and Japan's long-term attractiveness for international talent and investment. Importantly, the survey suggests that companies are less concerned about individual measures than about their cumulative effect on the overall business environment and business confidence.
The results also demonstrate strong support for continued EBC engagement with the relevant Japanese authorities. Members expect the EBC to continue its role as a constructive and evidence-based representative of the European business community by monitoring developments, gathering feedback, and promoting transparency, predictability and administrative efficiency.
The EBC will continue to follow this issue closely and engage with stakeholders where appropriate. It remains committed to supporting constructive dialogue that contributes to a competitive, internationally attractive and business-friendly environment in Japan.
